What are the possibilities of getting scholarship and Admission from one of the universities in Australia? What are the requirement to gain admission into any of the university to do masters in Aeronautical management?

Can You offer a scholarship to someone who want to study in their own country?

I am from Ethiopia, and I have an MSc in engineering and would like to pursue a PhD in Turkey. However, I have no TOEFL or any other language certificate. What is the probability or the procedure up to this point?
