Hi. You have to check with the specific PhD in Turkey where you want to study if they require TOEFL certificate for English language, so it will depends on their specific requirements, but as an advance, we think that is safer to also take a TOEFL test just to be sure you have it in your CV.
I am from Ethiopia, and I have an MSc in engineering and would like to pursue a PhD in Turkey. However, I have no TOEFL or any other language certificate. What is the probability or the procedure up to this point?
